MOBITEL WIRELESS WLC was founded in 1998 with the Tirana Court Decision no. 20049 and is the Telecommunications Division of the VEVE Group.
MOBITEL, an Albanian Telecommunication operator, has awarded in 2001 American Company L3, Prime Wave Communications a contract for fixed wireless telephony equipment. This project offers a fixed wireless radio infrastructure for telephony and data services to 9,000 subscribers, in strategic areas of customer “waiting lists” in Albania. This is an opportunity to offer urban and rural areas rapid access to high quality telephony and data services over the Prime Wave 2000 system, a technology produced in America.
The proposed telecommunications infrastructure will enhance the quality of life of the residents, attract foreign investments, and revitalize private enterprises by accelerating expansion of the “information highway” to reach all Albanian citizens over the next years. The modularity of the Prime Wave 2000 system offers Mobitel an opportunity to lower operating cost, which assures a rapid return on investment to MOBITEL WLC while enhancing their competitive advantage.
The level of telecommunications development in Albania is lower than other post-socialist developing countries, making the need for huge investment in telecommunications imperative. The sector still remains in its infancy, with low penetration rate, poor quality of service and limited capacities.
Mobitel continually extended the area in which it is entitled to offer its services: From 5 Communes in the very first phase, MOBITEL WLC gained 16 Communes in early 2002, and in 2003 it is licensed for 69 Communes, in very good area, providing service for 79,000 subscribers. Currently, Mobitel is expanded to 23 Communes in regions: Tirane-Durres-Kruje.

To develop the telecommunications services in Albania, the Albanian Government has recently liberalized those services by licensing some Operators. MOBITEL WLC received the license to act as a public operator for telecommunication services.
Being sure for the customers big demands for those services and the success of the business, MOBITEL WLC took the risk and with its own financial means of about 2.4 million US$ did the investment for 3000 lines including land and buildings that will be used in the near future.
MOBITEL WLC is installing a three phase program till 300,000 lines with the first phase 50,000 lines. These lines will be other than PWC technology. Also MOBITEL WLC has successfully made direct interconnections to VODAFONE and AMC, which widens the availability and accessibility of the offered services.
